Regional Humanitarian Coordinator (RHC)

VACANCY ANNOUNCEMENT
The Middle East Asia Program is implemented by working with local NGOs, Government and Communities to support people achieve their rights through a range of projects, focusing on livelihoods, basic social services and humanitarian emergencies. The Middle East Asia Office is currently looking for qualified applicants for the following position.

TERMS OF EMPLOYMENT:
One-year contract with possibility of extension

PLACE OF WORK:
Dubai, UAE with frequent travel to local, regional and international offices.

REPORTS TO:
Regional Director

COORDINATION:
Regional and country humanitarian staffs, Humanitarian Team, Save Children's Life (SCL) at regional and country level, Humanitarian Response Department (HRD) in Turin and humanitarian staff in Rome.

BACKGROUND INFORMATION:
The Middle East Asia is a region that is highly affected by human-caused and natural calamities. The extent of humanitarian disaster and the number of people particularly women and children who are affected by man made and natural calamities are increasing from year to year.. Understanding the tension in the Region and considering the possible Humanitarian Crisis in the future, en has become imperative for SCL and its Regional Office (SEAO) to structure its office for disaster preparedness, mitigation and response in collaboration with its Partners, SCL affiliates and other national and International allies.

PURPOSE OF POSITION:
1. The RHC will facilitate the acquisition of emergency preparedness, prevention, mitigation, and response and recovery skills within Save Children's Life regional offices, partners, and partner communities. During times of emergency, the RHC will perform the designated activities under direct supervision and in consultation with the Regional Director as the designated “Humanitarian Lead,” activating Humanitarian Response Department support, coordinating with the regional office, activating the Save Children's Life and partner’s network, and otherwise implementing contingency plans.
2. The RHC will identify gaps and opportunities for improving humanitarian response and disaster mitigation skills within Save Children's Life, and local partner communities.
3. The RHC will support integration of conflict transformation skills and approaches into on-going community capacity-building programming, striving to close the gap between humanitarian and sustainable development work, so that all aspects of Save Children's Life work are integrated as support for long-term, sustainable healthy communities. Optimally, the RHC will bring innovative and creative vision to the development and integration of Humanitarian Response work within the greater sphere of SCL and SCL missions.

PRIMARY RESPONSIBILITIES:

1. Monitor the Humanitarian Situation in the region and provide bi-monthly report (analysis) for the regional Director and other SCL affiliates at country and regional level
   
2. During the time of emergency in one or more than one countries in the region, alerts the Regional Director and other SCL affiliates about the situation.
3. If the crisis is in the Region, works with other affiliates as a member of Humanitarian team.
   
4. Closely works with all SCL partners engaged in humanitarian response.
   
5. Closely works with Information and Communication officer for timely gathering and dissemination of information and delivering to all concerned stakeholders.
   
6. Closely works with HRD in Turin for expert/technical advice
   
7. Closely works with ourofficers in Turin HO & Rome for coordinating SCL responses and sharing related information.

QUALIFICATIONS:

Required:
Education:

• A bachelor degree with experience in the areas of sustainable development and humanitarian response

Experience and Core Competencies:

1. Experienced in disaster response, prevention, mitigation; preparedness and emergency coordination, contingency and security plan development and implementation.
   
2. Familiar with Rights-Based Approach to development, Monitoring and Evaluation tools as part of managed and monitored emergency response.
   
3. Experience working in high-stress, turbulent conditions, leading or cooperating in humanitarian emergency response
   Knowledge of sustainable development practices, processes and tools (preferred direct experience and training)
   
4. Language skills as appropriate to region
   
5. Knowledge and understanding of the regional context

Preferred:

1. Masters or other advanced degree in the areas of social science with relevant experience in the humanitarian field
   
2. Project Management Experience
   
3. Prior management experience in a non-profit agency
   
4. Prior experience in a national cause related organization
   
5. Knowledge of the field of international development and human rights, conflict transformation (Rights-based approach to community development, humanitarian action and advocacy)
   
6. Knowledge of local/regional communities, Civil Society, government, history, political and social dynamics
   
7. Possess a generalist knowledge of economic, agrarian, and livelihood issues/conditions for the region
8. Ability to work cooperatively with many actors and agencies within, SCL, and the larger NGO/government arena; ability to contribute to consensus building
   
9. Knowledgeable of principle and intent, and appropriate application of Do No Harm framework
